A Negotiated Settlement between Mthwakazi and Zimbabwe

Good morning Mthwakazi omuhle ondlela zimhlophe. This morning I am once again proud to revisit my late friend's (Dr Edwin Mkhwananzi's) contribution to the Mthwakazi Liberation project in which he presented a formal proposal for an  agreement between Mthwakazi and Zimbabwe. Speaking from his resting place, the late Dr Mkhwananzi recognised the importance of a negotiated partitioning of the unitary state system that comprises present day Zimbabwe and the restoration and independence of Mthwakazi.


This negotiated political route and political process would have to be backed up by an external political agreement hammered out through, and underwritten by, the international community through international organizations such as SADC, AU and the United Nations. Clearly, consistent with this enlightened vision of the late Dr Mkhwananzi, the Mthwakazi Liberation Front (MLF), has not only crafted a Draft Constitutional Document which aims to achieve a peaceful and political restoration of Mthwakazi, but is also calling for a Conference to deliberate, interrogate and adopt the first and only Constitution for the Federal Republic of Mthwakazi.


The adoption of this Draft Constitution would if needs be result in the Mthwakazi Referendum organised and held by the diverse people of Mthwakazi. Accordingly, such a referendum in terms of the vision of the late Dr Mkhwananzi would be conditional on the withdrawal and pull-back of the State Apparatus of the Zimbabwe regime from the territory of the Federal Republic of Mthwakazi in the period leading to, and throughout, the Transitional Period and the holding of the Mthwakazi Referendum itself. According to the late Dr Mkhwananzi, there would have to be in place a signed agreement between Mthwakazi and Zimbabwe called the State Apparatus Withdrawal Agreement (SAWA) at least one full year before the Referendum which will be a certification that the State Apparatus of the Zimbabwe regime has been completely withdrawn from Mthwakazi to the satisfaction of its diverse citizens.


Dr Mkhwananzi further observed another condition as being the replacement of the withdrawing Zimbabwe regime with the reconstruction and reconstitution of new institutions of the Federal Republic of Mthwakazi.


This SAWA agreement must, according to the late Dr Mkhwananzi, recognise and accept the right of the diverse People of Mthwakazi to self-determination to be expressed, inter alia, through:


(a) unfettered, free and unhindered access and participation in all transitional arrangements and processes set out in this agreement, starting from the Negotiated Period, through the Pre-Transition Period, the Transition Period and ending the result of the Matebeleland Referendum;


(b) a transitional Mthwakazi State, to emerge during the Transitional Period, capable of organising and holding the Mthwakazi Referendum in its own right, capable of exercising State Power for all other purposes during the Transitional Period (and, at the very least, capable of handling all matters and issues set out in this Agreement and Transitional Arrangements);


(c) that with regard to the Mthwakazi Referendum, the parties agree that the organisation and running of the Referendum, including alk questions and issues relating to the Mthwakazi Referendum, shall be the sole and exclusive responsibility of the Federal Republic of Mthwakazi under the transitional institutions set up under this Agreement and Transitional Arrangements during the Transitional Period.

In addition, speaking again from his final resting place, the late Dr Mkhwananzi underlined that, for the avoidance of any doubt, that only the diverse Peoples of Mthwakazi, as shall be defined in the Interim Constitution of the Federal Republic of Mthwakazi, shall participate in the Mthwakazi Independence Referendum.


It is within this context that the establishment of a New Police Service, including the structure and appointments of its senior leadership, should be prioritised in such an agreement, which should be the sole and exclusive right of the Federal Republic of Mthwakazi. Only this way could a successful people centred Referendum ve guaranteed for the diverse peoples of Mthwakazi.


As I conclude, it is important to inform you all that I shall continue sharing with you the insights and vision of the late Dr Edwin Mkhwananzi, who was truly one of a kind. This is very important since most of us have absolutely no idea that the restoration and independence of our country Mthwakazi involves a complicated web of processes, which include transitional arrangements in a range of fields, including the observance of boundaries, coercive institutions such as prisons, jails etc, army, police, intelligence services etc, courts and so forth.


I have no doubt that today's submission will also assist and broaden your own insight and understanding of the issues involved in the quest for a liberated Mthwakazi. This in turn should assist you to make a fundamental contribution to the Constitution of the Federal Republic of Mthwakazi. Please try and play your part in shaping the future destity of your country by ensuring that you have the best ever Constitution in the entire world. If you could not do anything about it yesterday, please do today and if you still cannot, just persevere, you will have something very important to add to the Draft Constitution tomorrow.
