The verdict of the Judicial Committee of the Privy Council on 19th July 1918 which ruled that ‘’The Ndebele Sovereignty has been broken up and replaced by a new, better system as defined by the Matabeleland Order of 1894’’, was revoked forthwith on 5th November 2016 at Gadade by HRM King Mzilikazi II, the King of the Kingdom of Matabeleland hereafter referred to as the Royal Kingdom of Mthwakazi or the Kingdom of Mthwakazi.
The Sovereign integrity of Mthwakazi has been restored and the status of Mthwakazi has reverted to its pre-conquest status before 4th November 1893.
The boundary of the Royal Kingdom of Mthwakazi and its neighbour Zimbabwe shall be revived along the geographic features as stipulated in the Jameson line of 1891.
The King shall appoint an interim ruling council to draft the Constitution of the Kingdom and to make preparations for both the local and central government elections to be conducted.
The King of the Revived Royal Kingdom of Mthwakazi shall govern the formation of the transnational government and the consolidation of the Sovereignty of the Royal Kingdom of Mthwakazi.
The current inter-territorial assets and liabilities of Mthwakazi and Mashonaland, currently being jointly managed by the government of Zimbabwe in terms of the (Zimbabwe Constitution Order 1980 [S.I 1980/390 of the United Kingdom] made 19th March 1980), shall be distributed equitably between the two territories.
All the properties being jointly owned by the two territories such as the National Archives including the Parliament Library, Security Forces Dossiers, the National Statistics, the Broadcasting Corporation Library, the University of Rhodesia and Nyasaland etc. shall be brought under a joint management body to be located at a place on the border between the two territories.
The trafficking of capital goods of any kind out of the Kingdom of Mthwakazi is frozen and illegalized from the 5th November 2016 until the end of the auditing and distribution of the assets and liabilities of the two territories. Any state which shall relax these instructions shall be responsible for all the legal losses incurred as a result of the smuggling and shall make good the losses.
All foreign citizens who are currently residing in the Kingdom of Mthwakazi shall have the options of repatriating to the countries of their citizenship, applying for the citizenship of the Kingdom or applying for residence/ working permits.
The British government shall inform the United Nations about the political discrepancy which occurred in the Lancaster House Agreement because of overlooking the legal implications of the question of the sovereignty of the Kingdom of Mthwakazi.
The United Nations is requested to monitor the separation exercise including the auditing and evaluation of the assets and the liabilities of the two countries during the distribution exercise.
The United Nations is also requested to provide a Peace-keeping Force in Mthwakazi to enable the Kingdom to reorganize its own security forces.
The United Nations Commissioner for Refugees is requested to assist with the training of all the refugees of Mthwakazi in the U.K, Ireland, USA, Australia, Canada, New Zealand, South Africa, Botswana etc., in both the professional and the entrepreneurial skills before their repatriation in order for them to come and resettle smoothly in their homeland and play meaningful roles in the reconstruction and the rehabilitation programmes of the Revived Kingdom of Mthwakazi.
Britain is to play the leading role in convening the Mthwakazi Refugees Repatriation Conference to be attended by such stakeholders as delegates of Mthwakazi, the UK, USA, Australia, Canada, New Zealand, South Africa, Botswana and the SADC representatives etc., to update the statistics of the refugee influx in the respective countries, and map out all the modalities of a systematic and harmonious repatriation of all the official and illegal refuges of the Kingdom from the worldwide community.
Britain to assist in mobilizing the donor community for the training and the funding in self-help, income generation SME projects both in the urban and rural areas of Mthwakazi.
The British government has obligatory responsibility of reconstructing the state infrastructure of the Kingdom of Mthwakazi including equipping and training of the new civil service, the army, police, correctional service and judicial, health, education, immigration and customs, and the establishment of the Kingdom Bank and the Treasury system.
The British government has the moral obligation of rehabilitating the society of the Kingdom of Mthwakazi including the victims of traumatic stress, physical injuries, torture, rape, orphans, widows and widowers, impoverishment etc., as a direct or indirect impact of the displacements, depopulation and dispossession and any incidental form of organized violence.
The King shall appoint an interim ruling council; “The king’s Council”, forthwith to commence the following exercise of engineering the government infrastructure, the process of drafting the Constitution of the Revived Kingdom of Mthwakazi and the conducting of the general elections.
18(a) The King is the Head of State of the Kingdom and coordinates the incumbent traditional and local government structures.
18(b) The appointment of a broad minded and farsighted Prime Minister, who shall head the consolidation of the residue of the government infrastructure and the recruitment and training of an efficient civil service.
18(c) The creation of the government structures of patriotic cabinet ministries including the appointment of proficient permanent secretaries and the staffing of technocratic civil servants of the Kingdom.
18(d)The formation of a dynamic Royal Army, Air Force, Police Force and Correctional Service Corp of the Kingdom, including the appointment of proficient Service Chiefs who shall recruit, train and inspect teams of officers; men and women with good discipline and very high morals.
18(e)The formation of the Judicial Branch of government including the appointment of the Chief Justice of the Kingdom one with a wide experience in the field of law and justice.
18(f) The execution of the national registration exercise of the citizenship of the Kingdom of Mthwakazi.
18(g) The delimitation of the country into the electoral constituencies.
18(h) The presentation of the Draft Constitution of the Revived Kingdom of Mthwakazi for national consideration and approval.
18(i) The preparations for the general elections to form the first government of the Kingdom.
18(j) The formation of the government of the Royal Kingdom of Mthwakazi.
The Kingdom of Mthwakazi reserves its right to claim indemnities for all losses which it incurred during its subjection to the rule by conquest. The claims may be made through any means including the International Court of Justice, the Privy Council or even outside court settlement depending upon the circumstances and the gravity of the issue.
A copy of this Order by HRM King Mzilikazi II shall be served on the government of Zimbabwe in its capacity as the trustee of the British government on conquest Matabeleland alias Mthwakazi.
The British government holds the responsibility of informing the international community about the Revived Royal Kingdom of Mthwakazi.
